So I looked closer and I noticed that the only other thing was that the network was spiking, so I "checked" java.exe in the resource monitor and looked under the network tab. I found though that when the lag hit, the cpu usage dropped.

I ran a little program inside of Windows 10 os called "perfmon.exe /res". But I didn't and what I found was astonishing. It is recommended to do this about once every 1-2 weeks. This too will help your computer in general. This will then take a minute depending on how long you have had your PC. Check every box that it allows and then click the OK box. It will calculate a few things which might take a minute but then will continue to open up a new window. Open it and select your main device, usually it the C:/ drive( OS (C:) ) then click OK. Search Disk Cleanup in the start menu, and you should find a program called such. There might be a way to do this on Mac/Linux, but I am not sure.
